A national toll-free hotline to report suspected puppy-mill illegalities was launched Friday 877-MILLTIP by the Humane Society of the United States, which hopes callers will supply tips that increase the number of raids and prosecutions.
HSUS is also partnering with several groups to launch a ballot initiative that would put to a public vote in November legislation that would improve the care of dogs at large commercial breeders in Missouri – long regarded as the nation’s biggest puppy producer. The proposed regulations would require, among other things, veterinary care and time out of cages for the dogs and cap at 50 the number of breeding females an operation could have.
Groups also are trying to get Congress to upgrade the decades-old Animal Welfare Act next year to require daily exercise for dogs in federally licensed commercial breeding facilities. The law doesn’t currently cover breeders who sell directly to the public via the Internet or newspaper ads.
